feat(i18n): add Hebrew (he) interface catalog and register Lang::HE ## Summary Adds the complete Hebrew (`he` / `עברית`) interface translation catalog for ArtCraft Launcher (builds on #890): - **`crates/ui-egui/src/i18n/he.tsv`**: - Clean-room Hebrew translation covering 100% of UI literals (`tl!`, `t`), `@id` commands, `@plural` rows (`one|two|other`), `@msg` status/error templates, package format labels, and all 12 Craft app taglines. - **`crates/ui-egui/src/i18n/lang.rs`**: - Registers `Lang::HE` (`code: "he"`, `name: "עברית"`, `english_name: "Hebrew"`, `script: Some(Script::Hebrew)`, `rtl: true`, `plural: plural_hebrew`, `plural_forms: 3`, `complete_m
