chore(github): add a bug report issue form ## What this changes Adds a bug report issue form (`.github/ISSUE_TEMPLATE/bug_report.yml`) and `config.yml` (blank issues stay allowed; a link to the ArtCraft Discord). This is step A of a "Report an Issue…" item: the form has to be on `main` before an app link can prefill it, because GitHub ignores prefill parameters for a form it doesn't have. The field ids are the ones PhotoCraft's prefilled report uses (storytold/photocraft#1312): `version`, `os`, `reproduction`, `expected`, `actual`, `document-info`, `system-info`, `diagnostics`. Keeping them identical means one maintainer can read rep
