i18n: add Arabic (ar) interface translation catalog ### Summary This PR adds full Arabic (`ar`) interface localization for ArtCraft Launcher. - Added `crates/ui-egui/src/i18n/ar.tsv` covering all 338 catalog entries (plain strings, `@id`, `@msg`, and `@plural`). - Registered `ar` in `LANGUAGES` in `crates/ui-egui/src/i18n/lang.rs` with `complete_menus: true`. - Implemented `plural_arabic` in `lang.rs` adhering to CLDR standard 6 integer plural forms (`zero`, `one`, `two`, `few`, `many`, `other`). - Added `arabic_locales_and_plurals_work` unit test in `crates/ui-egui/src/i18n/tests.rs`. - All entries adhere to clean-room conventions, preserved
