Show Connected for Grok when cookies exist without email ## Summary - Settings Grok row shows **Connected** when `can_clear_state` is true but email is missing Fixes part of #1033 (false Not logged in label). ## Test plan - [ ] With cookies and no email payload, Settings shows Connected + Disconnect - [ ] Without cookies, shows Not logged in + Connect
