RFC-0001: Pull request template

RFC-0001: Pull request template Proposes a PR template so RFCs open with the same short prompts (problem, proposal, affected apps, comment period). See [rfcs/0001-pr-template.md](rfcs/0001-pr-template.md). Merging adopts the template. ## Open question Should this be a template for this repo only, or a shared one used across all craft apps? A shared template fits the single-source-of-truth idea raised on #1, but would affect app repos (and so likely need the 7-day period). 🤖 Generated with [Claude Code](https://claude.com/claude-code)
